Does this spell trouble for Labour considering that even Prime Minister Blair knew about it?

I think the allegation that the labour party took the loan and then granted planning permission is more concerning than the loans for peerages. The Lords power is wanning, but those people who got the planning permission are set to make a tonne of cash.
