Can someone please tell me where I would role-play a NON-international event (having other people pretend to be Multiland Citizens to make it work - after all, they could have Dual Nationality :)) and where I would put a question asking for allies?

Such things are best left in II because it will get more people interested for one. I've seen civil war threads there before...and are pretty successful.
