I came across a country with the UN classification of a "Left-Leaning College State." What exactly is a 'college state?' Is it like a country where civil liberties are thriving with limited government, ala libertarianism?

I think its based solely on political and personal freedoms. I'm categorized as one. Economically I have 100% tax rates and the government running everything including brothels, but I allow total personal and political freedom.

one where you are more politically free and less free socially. I haven't figured out what the economical freedom level for that is yet.
