Did it rain Aliens over India?

Some guy from Mahatma Gandhi University thinks that a red rain that fell on parts of India in 2001 might contain alien microbes shed by a comet. The substance in the rain is mainly carbon and oxygen, with some iron and sodium. This would seem to disprove the accepted theory that it was dust swept up from Arabia. Anyway, here's the article.

It's red, and doesn't contain DNA, but is biological... it's raining red blood cells! A big flock of birds must have flown into a jet engine!

I have to say, this sounds like the famous Pulled Out Of Arse Theory of Professor Total Hack. But the article seems to be slanted against him, so it's difficult to base a judgment off one source (and 0 knowledge of the subject).
