If you're in the US, it can't be libel or slander (in this case libel), because he's a public figure and it's not with malicious intent/not meant to be taken seriously. Same reason that satire isn't considered libel or slander.

I want to see a photoshopped picture of Dick Cheney, on a dark night in the rain, scowling and firing a shotgun. :D

In fact, a spoof movie with anguished, verge-of-tears-of-betrayal dialogue would be cool. Like a Sopranos sort of thing. :D

By the same token, it can't be libel or slander if you say that you're commiting libel or slander, because that demonstrates a lack of serious intent. But that would make the declaration of libelous or slanderous intent false, thus rendering the statement slanderous or libelous...
