Simply because pissing off a police officer is a more serious offense than speeding and endangering people's lives. How dare people not respect his authoritah? Plus the local government still gets it's money whether the cop issues a speeding ticket or a noise ordinance ticket so the judge and the lawmakers don't care.

And why did they stop to do it if they were following a speeder?
