I think it is poetic justice. The goat-rapist had to pay for the animal and be humiliated before the tribal elders (and one would think, the rest of the village), the owner of the goat has received more than the value of the goat and is not going to have to worry about the goat-rapist trespassing again.
The only being who seems to lose here is the goat, as it seems it's been delivered into the hands of a goat-rapist.
