They can all be good. It just depends on who's running them, what the laws are, and whether or not the laws are enforced equally to everyone.

There's too many forms of government to put them all in. You can choose either anarcho-socialism or communism, which, although not the same, are similar.

oligarchy in a meritocratic sense usually performs well in most situations not that there is a government that is the best in all areas

Anarchy = It's free-for-all, and no rules this time! (instead of that whiny capitalism... You can't even cut someones throat without getting you pants sued off!)

Communism = The perfect communist state is so far away, it's not likely we will ever see it... But if it's made 100 % after Marx's and Lenin's ideas, then we shall have paradise on Earth!

Dictatorship = Also, see Cuba. Cuba is the best example of a good dictatorship. The country's leader is a brilliant and charismatic genius, and the people are all satisfied. There's nothing wrong with having only one leader... IF that leader is a capable person!

eh. communism in practice of the USSR is hypocritical. in theory, it works. didn't germans set up utopian communist settlements in texas or something? maybe they weren't german, but it happened!

Assume that the laws are constant for all the types of government, and somewhat similar to the laws in countries such as US. Also, assume that the leader and some of the people have their best interests at heart over anyone else's. The laws should enforced equally to everyone except the people (person) enforcing the laws.

So... idealisticly?

Communism.

Direct Democracy would be good, but I'd rather not have a minority of a nations citizens suffer from absolute stupidity from their fellows ....... *cough cough*
