Ninja's got nuthin' and there's not too many of them.
Pirates, with their ships, swords, guns, and lockers, could use the parrots to communicate with samurais, that would, in turn, help the parrots against the oppression of the ninjas.

Parrots or Ninjas... Well, being a martial artist myself, I still have to say the Ninjas will not beable to scare the parrots. At leasty without a weapon or stick or something. As humans, we can comprehend what another human can do if trained, birds cant. Birds only see hands and feet as obstructions, not something to be feared. They would have to actually hit the parrots to scare them, and that only takes care of one parrot, the others are just as stupid.
