QUITO, Ecuador, Feb 2 (Reuters) - Ecuadorean President Alfredo Palacio made a surprise visit to the northern border on Thursday to inspect a spot where Ecuador officials say Colombian war planes violated its air space, his spokesman said.

Palacio's trip comes as Ecuador awaits a response from Bogota after Saturday's incident in which Ecuador said Colombian aircraft fighting leftist rebels violated its territory.

Thursday morning, Palacio flew by helicopter to the poor Amazon region that borders Colombia.

The trip is "to examine the area, talk to our troops and most importantly to talk to the residents of the area. See first-hand what is happening," the president's spokesman, Jose Toledo, said.

Congress on Thursday approved a resolution that urged Palacio to ask Colombia for an explanation of the alleged incursion.

On Wednesday, Ecuador sent war planes to the border as part of a response to the alleged incursion and to safeguard its territory.

Colombia is investigating the incident, government officials said.

In the past, Colombia has called on Ecuador to help fight Marxist guerrillas along the border who fund themselves by kidnapping for ransom and smuggling cocaine.

But Ecuador has declared itself neutral in Colombia's struggle against a 41-year-old Marxist insurgency.

In recent months, Ecuador has repeatedly accused Colombia of sending troops inside its territory.

Washington gives a huge amount of aid, most of it military. It has contributed more than $3 billion since 2000 in a package known as Plan Colombia. Ostensibly, it’s to fight the war on drugs because of the impact of the narcotics trade on the United States, but neither Washington nor Bogotá distinguish between their fight against narcotics and their desire to crush armed insurgencies.

U.S. involvement is controversial. Opponents argue that the United States is just buying a stake in Latin America and that this kind of aid doesn’t do anything to stop the violence.

C) Columbia trying to protect it's borders from smugglers and co really isn't a great threat - it's the right of every soveriegn nation.

Welcome to a national civil war Ocean. It's what happens when neo-socialist narcoterrorists, right-wing nationalist paramilitaries and a constantly haggard government all go at it. The Colombian planes seem to have been striking at a base that was being used to stage attacks against Colombia. This incident wouldn't have happened had the Ecuadorians done the right thing and helped their neighbor. Maybe it's just me, but that seems to be a perfectly justifiable thing for a state to do.

The legal thing to do is to bring the situation to the attention of the relevant authorities in the country in question, and leave it to them.

Maybe the Colombian air force should strike South Florida.
