One merely needs the permission of an allied nation to use their ports as a base. Money tends to be a guiding factor in these dealings.

As I understand it Bolivians keep their navy on Lake Titicaca.

Well in that case I must conclude it is a matter of national pride then if they do nothing else besides scratching away the rust.

I think their new president has found his first deduction from the burders upon their national treasury.

Well, Lake Titicaca isn't entirely contained in Bolivia - half of it is in Peru, so it isn't as strange as you might think.

Azerbaijan, Kazakhstan, Laos, Malawi, Moldova, and Belarus is considering it.

Azerbaijan and Kazhakstan are both on the Caspian Sea, and Malawi is on a lake. For a long time, a large portion of the US navy was meant to serve on various rivers and on the Great Lakes agains Britain, so try not to make fun of the lake navies.

Azerbaijan, Kazakhstan, Laos, Malawi, Moldova, and Belarus is considering it.

Moldova technically has a small sliver of coastline on the Black Sea (I believe just one port), Azerbaijan and Kazakhstan are on the Caspian Sea with Russia, Iran, and Turkmenistan, so they can never be too careful, and Malawi is on a large lake with Tanzania and Mozambique.

Not sure what Belarus would need a navy for, however.
