Five, if you've got what it takes, you can fight your way to the top (free education helps), but no one is going to save you if you're incompetent or stupid.

Wait, I thought a meritocracy is where you get to lead based on your merit (i.e., resume). "-ocracy" talks about systems of leadership/government, not social organization. A meritocracy doesn't guarantee that everyone will be able to rise on their own merits, because it doesn't guarantee that those who do rise won't decide that everyone else is too stupid to be allowed to rise.

That's why the US founders mostly told Alexander Hamilton to sit down and shut up -- he was big into meritocracy and was constantly denouncing others (i.e., the other founders) as idiots.

I'd like to have #1, but I'd be satisfied with #5 with an edit -- free school through high school/secondary school with grade-based scholarships and competitive scholarships for college PLUS free basic health.

You could just steal it

Someone is still paying for it. Taxpayers, consumers who have to pay more to cover the cost of theft, the vendor who has to cover the loss. Someone pays.
