Napoleon did a pretty good job last time he ran our country (or let his brother run it, in any case) So he get's my vote.
The others are generally a bit too rough around the edges for my taste.

Alaxander the Great- Too ambitious and unaware of the feelings of his followers. Plus that new film makes him out to be a jerk so.

Napoleon Bonaparte I- He would be my second choice... Just a little to aggressive and over extending
King Arthur- What can I say? Hes perfect. The reason for his downfall was because he was too noble and trusting for his own good (oh wait, that might not be ideal for a supreme dictator)

He tried to sacrifice his own daughter, just so his fleet could leave port, for goodness sake. No wonder his wife married someone else, and conspired to kill him on his return. (Of course his son had to avenge him, and killed his mother and her new husband. And the drama doesn't stop there. Aren't greek tragedies wonderfull.)

Bismarck. He is the best politician of them all. Caeser in second place. The rest are mostly candidates for Secretary of Defense.

However, if we include advisors, then I vote for Louis XIV, who did the only smart thing he was capable of: leaving France in the hands of Cardinal Richelieu (who was a political genius).
