This is actually a very compassionate move. You see, Mugabe understands that his people might be too busy to throw him a party this year, as starving to death can take up a lot of time and all, and so he is willing to take the burden of saying what a great guy he is off of his people. Instead, he is willing to plan the affair for himself.
In fact, I'll bet that Mugabe is even willing not to invite any of the unwashed masses to this soire, for fear that they would feel obligated to come and might be embarrased about starving to death and being so dirty at a festive occassion.
