According to wiki it was this guy :
"The smiley face, a yellow button with a smile and two dots representing eyes, was invented by Harvey Ball in 1963 for a Worcester, Massachusetts based insurance firm State Mutual Life Assurance."

Well, to get facts straight, this is the first smiley ever:

http://www.knowth.com/images/face250.jpg

It can be found at Fourknocks, a passage grave in Ireland, not very far north of Dublin, and it is about 5000 years old (1000 years older than the pyramids).
It is the very first depiction of a human face ever.

The place is open for visitors, there's no fee, but you have to pick up the key from Mr. Fintan White, at his house about half a mile away.
