Sure, you are allowed to hump the dogs leg back. However, the dog hasn't initiated anything beyond leg humping, so that is far as the consent goes.

Hey, that's illegal in some states...but not where I live (undisclosed location in Southeast U. S.) so depending on state, yes, you may legally hump the dog back.
