I'm suddenly wondering if, technically, I'm breaking rules whenever somebody who doesn't know me finds my posts "annoying"....

they won't be able to enforce it. the wording of the bill is entirely to vague.

"They" don't. It's aimed at what some refer to as "online stalkers" who go way beyond the pale. There's absolutely no way to enforce the law unless someone can document a continuing pattern of harrassment and threats.

That sounds about right. It's just the way it's written in the bill, that makes it funny.

I'm going to take a wild guess, and say the libertarian canidate(I cant remember his name, and don't want to guess) would have Veto'd this law. A good chance with Nader, and possibly with Kerry(knowing he knows he gets alot of votes from liberals, who would hate this kind of attack on the first amendment).
We might as well just start a huge NS database of all our real names right now. Easy look up for everyone when a religous thread goes wrong (or it's Thursday afternoon).

To grease the rails for this idea, Sen. Arlen Specter, a Pennsylvania Republican, and the section's other sponsors slipped it into an unrelated, must-pass bill to fund the Department of Justice. The plan: to make it politically infeasible for politicians to oppose the measure.
It actually sounds very similiar to an episode of The Simpsons when Krusty becomes a Congresmen and tries to re-route the Airlanes from above the Simpsons place.
