Online annoyance illegal?

I just heard by a source-less myspace bulletin (stupid myspace people), that a bill was passed making it illegal to "annoy" someone online without disclosing your true identity.
I'm not going to use google because one of you will get annoyed enough by it to use google to try and find proof yourself then sue me if this is true. I've never been sued before.
Plus, if this is true, I think we should all sue every single person on nationstates, because we all annoy eachother at some point...

The law goes into effect.
The agency that annoyances are supposed to reported to is set up.
One day later, the place is flooded with complaints.
The second day, after going through all the needling complaints that pile up 10 to the minute, the agency decides that everyone on the internet is annoying. No charges are pressed, only a note is found on the desks of the agents. "Fuck all you bastards, Off to start a chicken farm."
