I think it is. People use it for just about anything that's odd(such as occurences more akin to a cosmic joke than irony), instead of when there's an inconguity between what one expects to happen and what really happens.

What you're really asking is if the word is misapplied, right? It is. It's often mistakenly used instead of sarcasm, or instead of coincidence. For the latter, I blame Alanis Morrisette.
