Chinese hackers may have attacked the US

There is evidence that Chinese hackers, perhaps under orders from the Chinese government have hacked into US government and industry computer networks. If this is true, does it constitute an act of war? (probably wont' risk nuclear war over it though) Will it precipitate economic sanctions against China? Will the US counterattack with their own hackers?

Is it an act of war? Maybe that could have some merit. But what they need to do is do the same thing back. Maybe disconnect China from the internet for a while. It can be done.

Note: I should have said citizens who were not sponsored by the goverment.

Point being: The goverment systems are always under attack.....

You don't seem to understand the Internet, nor the political situation surrounding it at the moment. It really can't. It would take a LOT of effort - plus, America could only deny them access from the root DNS servers via ICANN, they'd then have to persuade every ISP not to allow connections from China (then there's proxies, IP masking, stuff like that.) This is what the Internet was built for - and why they call it a network - no real way to stop it at one central locations.

Plus, since ICANN's supposed to be independant, government interferance, especially on these grounds, would be suicide. They've just won the right to keep it, but one shred of evidence they'll abuse/have abused their power and they can kiss the root servers good bye.

The scenerio I described can always be done. You would seem to think that America wouldn't protect it's interests if need be. Yes this can be done. Now would all access be taken out. Most likely not all but the vast majority of traffic could be disrupted. As in Iraq during the war most internet traffic was ground to a halt. Not due to actually blocking the root servers. Was due to a massive spam attack that tied up the Internet inside Iraq.
