The value for the numbers relies on their position in a given word, so the numbers themselves don't always represent the same letter unless they occur at an identical position in a given word.

For example, in the "hint" word, you simply subtract 2 to get the letter F (8-2=6, F is the sixth letter of the alphabet). There was some variation in the code that may indicate that the letter "x" isn't included as a possible first letter, but I'm not sure about that. There were a couple of letters I didn't work out, but by the time I'd gotten to that point, it was only 2 or 3 numbers left with no latitude as to which letters they could be.

It's a bit similar to a code that was used in a ciphered document said to have been authored by Roger Bacon, except that Bacon's cipher used biliteral combinations instead of one-for-one letter replacement.

I'm not 100% sure that I cracked it, but I'm about 90% sure.

Ok, now I think you solved it as that is what I got as well. Just didn't have a good translation for the phrase.....
