Suggestion for my country - comments please?

This is a suggestion for my country. I've decided to make one very clear law regarding sexual offences, one law regarding the use of self-defence, and one law relating to pretty much everything else harmful or/and potentially harmful, plus one final law relating to what to do if a person commits more than one crime or the same crime more than once.

Can you please give me comments on whether you think these are enough laws to cover my country instead of writing loads of laws for individual crimes?

Thanks. P.S. Please do not argue against any of the content of the Illegal Sexual Act unless you are arguing against anything which could be improved to the benefit of the victim. Thanks.

The two uses of the word "Act" in Act 1. are deliberate - it is an Act relating to illegal sexual acts.

1. Illegal Sexual Act Act. Under this Act, the defendant is to be considered guilty until proven innocent. Being found Not Guilty in a Court of Justice is to be considered proof of innocence.

1 (a)(i) It is illegal for Person A to deliberately touch any part of Person B's penis, tescticles, breasts, or vagina, without unforced, untricked, uncoerced, unpressured consent that has been willingly and freely given, or to have sexual intercourse with Person B, without unforced, untricked, uncoerced, unpressured consent that has been willingly and freely given. Any person under the age of 16 or who is under the influence of any type of drug (this includes alcohol) is to be considered incapable of giving free and willing consent. PENALTY: LIFE IMPRISONMENT. Sexual intercourse is to be defined as any sexual act which involves Person A's penis or vagina touching person B's vagina or penis or bum, regardless of whether penetration is involved.

1 (a)(ii) If Person A commits offence 1 (a)(i) above, but has been forced, coerced, pressured, or tricked (but not simply encouraged) into doing this, then, unless it can be shown that they were willing to commit the act regardless of whether they were pressured, forced, coerced, or tricked, then they shall be punished only with the PENALTY of 1 MONTH IMPRISONMENT. The person(s) who had pressured, tricked, coerced, or forced Person A to commit offence 1 (a)(i) will be punished with the PENALTY of LIFE IMPRISONMENT.

1 (b) It is illegal for Person A to deliberately touch Person B's bum without unforced, untricked, uncoerced, unpressured consent that has been willingly and freely given. PENALTY: 3 MONTHS IMPRISONMENT. PENALTY for repeat offence on a different person: 6 MONTHS IMPRISONMENT. PENALTY for repeat offence on the same person: 1 YEAR IMPRISONMENT. Second repeat offence on the same person: 5 YEARS IMPRISONMENT.

1 (c). EXCEPTION: A Police Officer of Sergeant Rank or above (or an Airline Search Officer or Security Officer with an ISAA EXCEPTION PERMISSION CARD), with reasonable grounds for suspicion that Person B is concealing something related to a Serious Crime or potential Serious Crime, may ignore this act OR have Person B remove their clothes (in private), at the choice of Person B. The gender of the person who is carrying out the search must be the same gender as Person B, unless Person B requests a differently-gendered person to carry out the search. Person B must be warned of the search and what it will entail before it is carried out, as well as the name of the Act which allows this to happen (Illegal Sexual Act Act Section 1 (c))

2. Self-defence Act.

1 (a) If Person A attacks Person B, or if Person B reasonably feels threatened by Person B, Person A may use reasonable force to make Person A leave the scene or to incapacitate Person B.

1 (b) In the case of Person A entering Person B's enclosed Personal Space, such as Person B's house, car, boat, or other vehicle, it is to be assumed that Person A made Person B feel threatened.

1 (c) If Person B uses more force than necessary to incapacitate Person A or to make Person A leave, and Person A or Person A's family sue Person B, and Person A wins, the PENALTY to be imposed on Person B's family IS TO BE DECIDED BY THE JURY.

1 (d) If Person B had used only reasonable force to make Person A leave or to incapacitate Person A, but Person A attempts to sue or proceeds in sueing, the PENALTY for Person A IS TO BE DECIDED BY THE JURY.

3. Harm None Act

1 Person A must not do anything which is likely to harm, or which does harm, Person B. The PENALTY is TO BE DECIDED BY THE JURY, unless a sentence has already been proscribed under another Act, in which case the sentence under the other Act must be given.

4. More Than One Crime Act

1 (a) If Person A has committed more than one crime, they are to be punished with every PENALTY under EVERY ACT THAT THEY BROKE.

1 (b) If Person A has committed the same crime more than once, they are to be punished with the PENALTY for breaking the Act, to the amount of times that they broke that act - for example, if the punishment is 1 month imprisonment and they broke the Act on three occassions, they are to be punished with 3 months imprisonment instead of 1 month imprisonment. If Person A has broken an Act for which the penalty is life imprisonment, on more than one occassion, they are to be kept in the Segregation Unit in prison for 2 weeks per each victim and must only be fed bread, water, and vitamin pills for the first month.
