Well, since the definition of "supervillain" appears to be taken here as anyone especially villainous, then I believe the answer(s) is(are) obvious.

I'd probably go with the Joker but I must refute Stewie Griffon as being a villan. He is a superhero because he is going to rid the world of its populace and the evil they emobdy.

Dr. Doom. I'm not a big fan of The Fantastic Four, but a super villian that becomes a beloved leader of his own country-that's some quality there.

I guess Magneto, as a "Black Panthers" style activist for mutant rights, except that he realises that he can just mow over norms so why bother getting them to play nice...

I tend to like complex villians instead of muhahaha villians.

Which reminds me, it's been a while since I campaigned for my boy-

Skeletor for a Better Eternia
Build Bridges, Not DragonWalkers

Think about it. When you see Eternia, what do you see? A barren wasteland, a lack of infrastructure. And the land is left in the care of an absentee king and a man-child prince bent on military. Who is in his cabinet? Man-at-Arms, who has nepotistically added his daughter, the distructive Ram-Man!!!

Skeletor is a man of the people, who makes his residence in the least of Eternia to be where he is needed. His cabinet is about preservation-Beastman, Merman, Skeletor is a man of the enviroment.

He-Man would have you believe that Skeletor is a villian, going so far as to create a series of fictions of Skeletor attacks, all the while answering not to the people of Eternia, but to the exclusionist Sorceress...and what does he spend the public works money on? Bridges, to allow Eternia's people to get their goods to market or even move about? NO! He builds a DragonWalker, which is all good for him, but what of the people of Eternia? Does he care? I think the answer is obvious.

End the jingoistic reign of He-Man!

Judge Death is pretty good, but really Mean Machine Angel is by far the coolest.

On live365.com there is an internet radio chanel called 'making comics radio' that has been playing Judge Dredd radio plays for a while now, and one of them is the return of Judge Death.

You know what I enjoyed (for like, ten issues, but still)? The old Doom 2099 comics from the early 1990's. Doom gets transported to the future, where he has to win it all back, like Rocky 5, but good.

Nah, Fink Angel was better.

"I'm diggin' a pit Pa, and I ain't going to come out out of it"

"That's my boy!"

Edit: And can we get some love for Axel Pressbutton? (Though he was really more of an anti-hero than a villian.

I think Mumm-Ra is the best Super Villain. I mean he was soo cool. He was able to use the Mutants to his advantage and he even became a Thundercat once.

Lessee, a dark god, partially responsible for the Big Bang. Feeds off the energy produced from battles between Transformers. Can easily reconstruct matter psionically (eg his own planetoid body or the bodies of his lackeys), and can move through time and dimensions. Also the size of a PLANET.

Dr. Doom.

Well, back in the day. Back in the day Dr. Doom was such a bad ass he was the bad guy of the Fantastic Four, Spiderman, and, if I recall, [u]the Hulk[/i]. He was so bad ass, he was a recurring bad guy for two superheroes and a superhero team. That requires some deep down bitch-ass evilness.
