How can I become a Regional Delegate?
Gain the support of other nations in your region. This is obtained via endorsements: once per day, the nation with the most endorsements in each region is appointed Regional Delegate.
You need at least 1 endorsement to become a Delegate.

I live in a password protected region that was just friends. We would trade delagate positions but eventually I was the last one left. Since I don't want to bump around in that part of the game I just stay there by my lonesome.
EDIT: Huh, didn't notice I had lost delagate status, you see how much I care...
