FEWER.
It's 'fewer'.

I have no idea whether we need fewer spaces for handicapped people. How many are there now?
What are 'handycap spaces'?

Based on the illiteracy of the question, I cannot bring myself to answer.

i seldom see an empty handicapped spot this time of year, so no.
It bugs me sometimes that I need to keep looking for a parking space...but people need to understand that there are those among us whos bodies permit a bit of extra help. Also people need to understand that numerically...there are a great deal more regular parking spaces than handicapped.
And if you can't find one...then you probably shouldn't have gone to the mall on a Saturday huh...?

Handy cap spaces? Of course not! There are MANY places where any hat would be very useful.
