Use google and search for "content management system". You will get links to various "pre-designed" advanced website templates which are easily maintained. Their server requirements are generally posted on the same site. Often they involve php or perl and a databaseserver like mysql.
You WILL need to read manuals to install a CMS. After that, it becomes easy.

If you want to try a VERY basic CMS out, try http://members.freewebs.com/ It is free, but nort hosted on a server of your own.

If you want to design a site yourself, purely from scratch, using somethng easy - make up your mind what you want first. In more detail.
Microsoft frontpage is probably your best bet to do the work; though the code it produces is horrible.

If you wish to host music files on your site, you will need lots of storage and bandwith.

The important question really is: Who is it for and what budget do you have.

You can't answer the others without answering this first.

I've seen your blog... don't take advice from this man ;)

I kid, seriously this is an important question as what you're asking for could become very pricey if you want it done right

He, it looks like crap, doesn't it? In my defense I must say that the blog is just for fun and made on a shoe string whenever I feel like it. If you want something that looks "real" and professional, it's a totally different ballgame.
