Okay, somebody check this and tell me if I'm hallucinating
Somebody needs to check this and tell me if I'm hallucinating: I Googled "the worst president," and the first link listed was THE OFFICIAL WHITE HOUSE BIOGRAPHY OF GEORGE W BUSH.

Not seeing things. If you type in failure and click I'm Feeling Lucky, you'll get the same thing.

Hooray for Google bombs...
I know about the "I'm feeling lucky" ones, but this was just a standard search...maybe I'm out of the loop, because I was surprised :P.
No, you are not hallucinating - it's just meaningless. Anybody can spoof google into doing things like that. I don't remember the name of the technique, but if we wanted to, wecould make a Google on "Imperial Planetary Overlord" come up "Czardas".

I would have expected the White House to have put some kind of adendum to the PATRIOT act that forbids directing such traitorous activities toward Our Leader...

Actually, any group of bleeding-heart idiots with a weblog and no fucking clue what they're talking about can google-bomb something like that to the top. A google-bomb is where everybody posts a link, with a search term (something like that). The automated Google spiders (the net-crawlers that collect the listings) automatically index those links and pages and associate them with those words.
Google-bombs are very powerful, but no google search results are an official representation of any political opinions of Google.
And "president" brings up the white house page, too. Doesn't mean anything.
