The theocracy/monachy of King Solomn or King David is my favorite historical government and the Theocracy that the Bible discribes as Heaven is my fav period. :D for the record my ns nation is based on a book, not personal beliefs!

Sweden or Norway have a lot going for them.

But as far as "most effective at achieving its goals" is concerned, I'd take Oceania from 1984.

I wouldn't want to be anything lower than Inner Party, but you can't help but feel that this government could really last forever...

New Zealand looks good- free market health insurance on top of a bedrock of universal health care, fairly progressive social policies, and a distinct lack of warmongering. Only problem is that its economy has been sluggish lately (like everyone else in the Western world, liberal or conservative).

There was a science fiction story by Philip K. Dick that I can't remember the name of at the moment, but in it there was a group called the Anarchist League. Its members job was to wander around the world with no discernable pattern breaking up any form of government they might find. (Yes, I do see the irony in this.)

Edit: Or maybe it's not ironic just hypocritical. As I recall, members of the League were always given whatever they asked for free.

Edit(again): The story was called The Last of the Masters, refering to a group of robots that once ran the world government.)

My ideal government was present during Washington's presidency. If we had today's equality with that era's leadership, minimal government, and our technology... I think it would be an ideal government.

Well, despite being an anarchist, I see heirarchy as impossible to eliminate totally (in any profession, the more skilled and knowledgeable people are going to act as mentor to those less skilled...for example...which explains positions like "chief engineer", and some heirarchy is necessary to keep things flowing smoothly...someone with only a basic knowledge of maintenance wouldn't be able to repair things without somebody else's instructions, for example.). The problem is that in the series, there are always a bunch of "plebs" on board the starship that are useless, and do stuff like clean Riker's shoes, clean the airvents, form the front-line against the Borg boarding party or whatever, at the direct command of these superiors. Even the major officers, however, are subject to the final decision of the captain and have little final input. Disagree with the captain? Tough shit, if you speak up, you're court martialed. *vaguely recalls an episode of TNG where Picard threatened someone with this...*

It seems to me (as i said, i'm not a hardcore fan, though) that the only way to get status in the Star Trek society is through the military...Knowledge may be a justifiable value system in a collective society, but that type of power isn't.

It is true that hierarchy must exist, but if there were no bureaucracy, nepotism, etc... then people would be free to rise as high as their abilities could take them. Then the most deserving people will always be in charge.
