Hmm, in Swedish there are always "Fanny och Alexander" (http://www.imdb.com/title/tt0083922/) and "Viskningar och rop" (http://www.imdb.com/title/tt0069467/) by Ingmar Bergman. The former more accessible than the latter, but the latter is better.
Otherwise, "Le Grand Bleu," (http://www.imdb.com/title/tt0095250/) "Le fabuleux destin d'Amélie Poulain," (http://www.imdb.com/title/tt0211915/) and "Ma vie en Rose" (http://www.imdb.com/title/tt0119590/) if you're into French. "Lola rennt" (http://www.imdb.com/title/tt0130827/) is a nice German film.

'The Visitors' is good if you like funny films. It's in French.

I guess if you can get it already on DVD, "Der Untergang" is very moving and for some people very enlightening too.
Plus the production values are huge, so there's plenty of fancy effects.

Le Circle Rouge. Outstanding French film noir/gangster movie.
Cool...I ought to be able to find at least one of those at the library.

Go to the cinema and see Nightwatch (in russian) and excellent horror/fantasy film. The vast array of Hong Kong/chinese films would be a goldmine as would pretty much all decent anime (even if they were released dubbed in the west the DVD's often have the originals as well).

go to the video store and get "house of flying daggers" on dvd. it was made in chinese and has either english subtitles or (i think) english dubbing available.

À bout de souffle if you want to shoot yourself in the head. It supposed to be a great French film from 1960.
It uses jump cuts, which is pretty much the art of taking scenes and making them incomprehensible through your editing. The story centers around a James Dean "rebel without a cause" character, and it pretty much goes nowhere.
