No, the rule is "Don't be seen".
If someone sees where you are, they'll put a round on you wherever that might be.

The Small Diameter Bomb only weighs 250 pounds.
Not 500 or 1000 or 2000.
You can drop one closer to other targets that you don't want to damage.
An aircraft can carry more of them and strike more targets.
The new stealth drone aircraft can carry them.

Yeah, but a normal bomb would have done more collateral damage if used in an urban area or would have endangered friendly forces if the enemy was in a bunker located near them.
