how do u create a Regional Forum?

hey, people. i am American South Korea and i have been seeing everywhere in these regions that they have a regional forum. so i was wondering, how do you create a regional forum?

My ratings of each:
I think I've used Invision. Didn't like it. But I'm not 100% sure if I've used it.
Forumer sucks, IMO.
Proboards aren't the best thing in the world, but they are pretty sweet. It's what I use, and I heartily recommend it.

(actually, why don't you check out our forum and see if you like it and if that's the case you can use one by the same provider)
Invision works fairly well; my biggest beef is that the search function doesn't work properly.

Once you learn how to use it, Invision beat out Proboards for me. Proboards is good if your just starting with forums though.

Therefore it is wisest to make a Proboards forum (you must be starting out with forums, otherwise this thread wouldn't exist), then make an Invision forum later on if you desire.
And ignore Forumer. It's shite.

Actually, given that they're free, you can always create forums on each, have a play around, decide which one you like best, and scrap the other two. I use Invision because I know it better than others, but I have no idea which is objectively 'best'.
