A matter of compentency

Compentency is a big thing now in days.
I.E., Is A Person Competent to stand trial, is a person competent to say whether or not they want an abortion, is a person competent enough to testify in a trial.
So, what do you think is the minimum requirement in order to be competent for something, because quite a few people out there have made massive court cases out of whether or not a person is competent

As a technocrat, I think competency can be determined by simulations. If the person succeeds in the simulations and in past experiences then they will likely be competent in future.
