It seems a Saudi national who was the 52nd man down on the list for a liver transplant has bribed a hospital to recieve his transplant first. I was always told that it's illegal to buy or sell organs for transplant in the USA.

It is illegal--that's why there's an investigation going on right now and two administrators have been relieved of their duties.

Yeah, but removing the livers of all persons involved and transplanting them into sick people might prove to be an effective deterrant.

Well, there seems to me to be a problem with shutting the transplant program down while this is investigated. It happened in 2003 and now 75 patients who had nothing to do with it are in even greater jeopardy. What a mess.

I know its illegal, but if I were rich and my wife or child needed a liver, I'd try to buy one too.
I'm not a wealthy bedouin though...

No, don't execute them, just remove their livers, place them at the bottom of the transplant list, and keep them alive as long as possible. If they're lucky they'll get a transplant eventually.
