Not much different, to be honest, Charles' approach to rule would have provoked another civil war pretty soon and there would have been another constitutional settlement along the lines of the one that finally evolved after the Glorious Revolution.
The UK (or England-Wales-Scotland as was) was never big on absolute monarchs and the divine right of Kings. Thats the influence of the Celts and the Anglo-Saxons for you.
