What should be the future of New Orleans?

This should be about the future--NOT about what has happened in the past, including the last 3 weeks. We've all heard all the arguements in the "blame game", we don't need to hear them again.
Should NO be built in the same spot or moved to higher ground?
Should NO be raised with fill until it's above sea level?
Should NO be abandon?
Should NO be turned into a National Park?
Should No be built exactly the same with bigger dikes?
Should NO be condemned and turned over to private companies?
Should the dikes be removed and let nature find a balance?
Add your own option.

The French Quarter (nicely built above the waterline and largely undamaged) should remain much the same Theme Park it was/is.
Anything below the water line not directly involved in Port activities should be buldozed and abandoned and turned into a River Delta EcoPark - Wholly funded by the Sierra Club and Save Our Swamps - since they were the ones who sued to prevent the Corps from upgrading the Levies.
No residential areas should be allowed anywhere below 12ft above the waterline.
No Federal Dollars should go to repair anything below the waterline except Port Infrastructure.

Make a huge artificial swamp around the city to stop future hurricanes. Rebuild everything. Anything that someone doesn't want, sell it at low prices to poor people.

The "abandon it" proposal is rather naive, as people simply won't abandon their home, and we all know it.
What they could do is much like what they did with Rome, GA (which is smaller, but the principle could still work). Build it up to sea level/above and rebuild on top of the old city.

Or... Move it up the road. That way it's safer and people can still have it!

..or simply steer a small asteroid into it. Then we could build hurricane proof
structures on the crater rim, with truly wonderful views of the "Great New
Orleans Astro-Lake".
..or sell it to the dutch, and have them fix it.

A city planning firm has proposed the idea of building a large storm-proof wall around the valuable sections of the city. Think medieval, huge gate and all.
The outlying town would be built more cheaply, and the citizens would retreat to the shelters within the walls when the alarm goes off. Water could rise 30 feet and they'd be safe.
