Submit a request from the Getting Help Page (http://www.nationstates.net/cgi-bin/index.cgi/page=help). There should be a whole category for restoration requests.

You can ask in the FAQ>Getting Help page on www.nationstates.net.
Under "Request for Moderator Intervention" You can ask for a Restoration of a Deleted Nation. It takes a day or two usually

I was rather partial to my 4-5 billion population country. I forget the precise number, it's been months.
