Question on in-game etiquette

We have a member in our region that has been receiving harrasing telegrams in-game. It started as a recruitment message from a member of another region, when that was declined the player from the other region began submitting spam flames making threats against this player, insults etc.. After speaking with that player's regional delegate concerning the issue, they then sent a message threatening the person's life.

I'd like to be able to point our player in the right direction of what to do with a telegram like that. It's obviously a child or someone with that mental capacity that is writing the messages, but it's grown beyond the limits of even bad taste when someone begins to send OOC life threats against someone else. I would hope there's a system in place that these people could be dealt with.

Make sure the person keeps the telegrams in his "mailbox", and have him/her file a complaint via the Getting Help page (http://www.nationstates.net/cgi-bin/index.cgi/66112/page=help). The moderators will take the appropriate course of action.
