Well...I think the difference between a Terrorist and a Non-Terrorist, is that a Terrorist specifically targets huge groups of innocent civilians, trying to inflict massive casulaties on innocents.
Sorta like the Tokyo or Dresden Bombings. Or the Katyn Massacre.

Usually, non terrorists would try to minimize the damage done to innocents since that is who they are getting most of their support from.

A police officer also was killed Sunday...At least 30 anti-terrorism forces were wounded since Sunday, including several critically.
Well, they certainly put up a competent fight.
