Why did New Orleans decend into an anarchic state the likes of which we've only seen in bad movies like Waterworld and good movies like Mad Max?

I'm not talking about people who stole food and water and Pampers. Those people are to be commended- they did what they had to to survive. Some, like the school bus thief (http://www.local6.com/news/4929516/detail.html), can even be called heroic- hell, I'd like to buy that guy a beer and shake his hand.

I'm talking about the thieving, raping, murdering animals who made life a living hell for the rest of thier fellow citizens. The savages who shot at people trying to rescue them. What was their deal? Why did New Orleans degenerate into a post-Apocalyptic nightmare?

Well, it only takes a few to make lives miserable for many. Look at the crime rate in LA; probably much more going on than in New Orleans.

New Orleans is the most corrupt city, and Louisiana is one of the most corrupt states. It leads me to believe that this crime spree was due to the fact that police turned a blind eye to a lot of it in the past, and so when the hurricane hit, the criminals just seized the opportunity to profit off of others' suffering.

Why didn't residents and workers in the French Quarter start looting, and why did they organize themselves while the other people left in the city break down in to anarchy?

Its called anarchy. Not sure violent mob is the right term. Most people in New Orleans are just trying to survive. It's the scum - and I do not hesitate to use that term here - who are taking advantage of the situation like crows, worse than crows - they are the problem. And when law breaks down, there's nothing to protect the innocent from the scum. And that's how it is right now.

Which is why you need to shoot looters on sight and publicize the fact.

Yes, in most situations one would be wrong to try and defend property by taking lives, yet looting leads to the perception (true in this case) that there is no authority on charge, whcih leads to bigger and bolder crimes.

The French Quarter had many of the same problems (except flooding), but they didn't collapse in to anarchy.

Well, fair enough. Just as long as you acknowledge that the survivors that organised themselves with civility and compassion for others was in fact anarchy at work aswell.

Anarchy means that you have authoritative governance. Not a total break-down of laws and rules, simply that you administer those rules yourself.

I've never met someone who disliked crows. They are an admirable and highly intelligent member of the Corbid family.

Which is precisely what happened.

Some people organized themselves into compassionate, civil groups. Others organized themselves into gans of thugs.
The former should be thankful that the new orleans police and the national guard eventually delivered them from the latter and put an end to the anarchy before it claimed more lives.

The important thing to remember is that most of the people in the city aren't crow-mosquito-lovechildren, they're just trying to survive and aren't raping killing and stealing loads of stuff. So let's lay off the nuking suggestions, people?

Yep. So many animal analogies and examples are incorrect when describing behavior that is just human. Wolves are gental beasts who are just trying to support eachother. The only mosquitoes that suck blood are the females. Crows are just too loveable. Foxes are much smarter.

You know what I dislike? When people use "survival" as an excuse to excuse those stealing tv's and jewelry. I can understand rats/floaties, food, water, and cel-phones(you have to let rescuers know where you are somehow), etc., but tv's? I'm not sure if plasmas can float.

I know, even hunters and ranchers disagree. But, wouldn't you attack livestock when all other forms of food are gone? I mean, it's either getting shot and dying quickly or slowly starving to death.
