well, i obviously don't blame him for the hurricane itself. but he did slash the budget for preparation/emergency services to the area 3 years in a row to pay for his tax cuts and the iraq war, remove large numbers of the national guard from the region to use them in said war, and then attended fundraisers that'd already been scheduled rather than go survey the damage himself. so for that i'd probably blame him.

what would i have done differently? probably strengthened the levee's around new orleons, tried to minimize the damage to the wetlands surrounding the city (which reduces the force of hurricanes in the area) and actually provided some means for people without cars to evacuate, rather than just announcing that they ought to evacuate and then hoping that they would. what i'd do now? well, now the area's devastated, so that's a harder thing to fix, isn't it?

While in the end we are still at the mercy of nature, steps could have been taken.

First, we have the technology to see these things coming. He should have supported more effort to evacuating people. Second, after the storm left, he should have been there immediately. This is what happens when people feel the government has abandoned them. If someone had been there barking orders and taking control (much like Giuliani did in New York City after 9/11), maybe order would have remained.

A while back Bush had a bill on his desk to strengthen the levees in New Orleans. He instead sent the money to the war.
