Make of it what you want. I personally have a few comments. One, the ACOE shouldn't have maintained them. It shoud've been left to either the city of New Orleans or the state, and they should've prefferably hired a company to oversee it. And two, in the Corp's defense, Katrina was a once in 500 year event. The last big one to hit New Orleans was Betsy, and while that did lots of damage, New Orleans was mildly hurt. That, and a continuous barrage of minor hurricanes probably lulled them into a deep sleep. Even Andrew wasn't as bad as they feared, despite destroying Miami.
