If you were ejected from the country you live in, your citizenship revoked, and given the option to relocate anywhere in the world so long as the country you choose DOES NOT BORDER, AND IS NOT A PROTECTORATE OF THE COUNTRY YOU NOW LIVE IN, where would you go?
Where are you now and why would you relocate to the place you choose?
There is no real reason for this other than and exercise in rationalizing what would be important criteria for you to permanently relocate.

Italy. I already speak the language, so it's my natural choice.

Singapore. Most of them speak English, and they have lots of technocrap everywhere.
If it was allowed to border I would just drive 40 miles down the road and go to the Republic of Ireland...after all, I can already vote there, I can already get an Irish passport if I want. Would be much easier than trying to get in somewhere else.

U.K. or Germany only problem is the weather. (So cold and dreary up there in the winter)

Germany. Already have (close) family there, and I'm sure I'd pick up the language fairly quickly (again...used to speak it...far to out of practice now)

Don't they cane people for thinking about commiting a crime there? No thanks. I heard of a guy recently being locked up there just for possesing ordinary pornography.
England. But why can't I go to an adjacent country? Canada is certainly be my second choice if I can't live in the USA.

my question is:
If your city was underwater, where would you go until you could move back home?

For your sake I hope you don't give up after driving just 40 miles. A lifetime spent in Dundalk is something I would wish on no-one.

I live in The United States Of America So ya know.
Italy ~ They speak a language that I know enough of to get by with, and I am Italian.
Singapore ~ They speak english there and I am a pretty big fan of the P.A.P.
