Giving the CIA a Voice

(This is my attempt at creating an interesting thread. Enjoy.)

After watching a CNN special on the intelligence foul-up (was pretty good, actually) one of the CIA guys (forget the name) mentioned that it was illegal to go to the press and call bullshit on what they knew the president was doing with their data. Apparently, some of them wanted to.

I was wondering what needed to be done so the CIA could blow the whistle on a president to keep this from happening again.

What law(s) specifically prevent them from going to the press?
What would have to be changed in the law?
What would be the ramifications of giving the CIA this ability?

Personally, I believe that all the info the CIA has on every shady thing that the US and other nations (allies as well as enemies) have done should be released on the net. "The truth will set you free" and all that. It's a tad too simplistic, I know. Still, I'm very curious at what the result would be.

What do you think would happen if the information was released?
What do you think the governments of countries outraged that their dirty laundry was made public would do?
What would be the reaction of the citizens of these countries?
Would all this data instigate global change for the better, worse, or not at all?

(Dude, I must have some anarchist in me. That's undeniable now isn't it? :D )

Due to the classified nature of the mission, Congressional Oversight is supposed to fill this role.
