the product "Goo-Gone" works pretty well, but I'm afraid however you do it your skin will still be stained. Not a problem if you run "Swarthy" to "Black", but could be problematic if you are Norwegian & like to show off your feet...

1. Allow the tar to dry and harden
2. Peel it gently from your skin. If the tar will not peel away, place some ice cubes in a plastic bag and apply the bag to the tar. The tar should then harden enough to be peeled or chipped away.
3. Wash the affected area with a mild abrasive soap, such as Lava, to remove the remaining stain.
4. Apply an exfoliating scrub to the area, if stain persists.
5. Rinse in warm water.
6. Pat dry with a towel.
could also try baby oil from what that article says.

Hot Tar Burns: Tar in its liquid form is superheated and therefore any direct contact e.g. roofers, will usually lead to a deep burn. Pain may be minimal as the burn is deep, and under estimation of the degree of burn is common. The tar typically remains adherent to the skin.
A secondary exposure, e.g. stepping on already poured but still sticky tar, will likely produce a more superficial but still significant burn.
Initially cool the tar to decrease retained heat:
- use of copious water
Do not attempt to remove the tar in the pre-hospital setting
- careful removal will further damage the skin burn
Cover area with clean, dry sheet or cloth
Removal in definitive care can be done using fat emulsifiers
- Neosporin ointment
- mineral oil
- not flammable solvents
