This article is so poorly written it makes me want to vomit. It takes the 'inverted pyramid' style of journalistic writing and thros it out the window. Of course, if they HAD used the inverted pyramid they really wouldnt have muvh of a story - or at least not as interesting or sympathy invoking.
Here, look at the order in which these facts were presented; It seems to me tho most important facts were left for the end rather than at the lead where they belonged.

"Some settlers blamed their poor accommodations and their uncertain futures on the government, saying it did not make proper preparations for them after the pullout"

Not until nearly the end of the story do you find out that these dummies are not the victims of their government as much as their own stubborn illusions. "What a bunch of jackasses" is all I can think. I have no sympathy. They expanded into a questionable location, had plenty notice that it was questionable, plenty notice that they would be moved, fairly compensated (quite fairly) for the trouble, and yet the nimrods stayed. Now they complain!
Seems like Jeff Foxworthy needs to print up a bunch of signs for them all.
