Potentially the pie could be more dangerous. No one would suspect the pie. Pies can conceal all manner of dangerous objects such as nuts and berries.

Seriously though, I see a connection between this poll and the U.S. vs. terrorism.
On one hand we have the arms to destroy the world, but we lack the will to do so (Don't be a fucking idiot and say that we'll ACTUALLY nuke every nation in the world to the stone age. Just grow up.). On the other hand we have terrorists who want to destroy the world, but lack the arms to do so.
I'll take the ones with the arms but without the will thank you very much.

While those with the will to cause harms can be quite annoying, if they don’t have the means to do so, that is all they are. Those with the means are dangerous and often despised, but if they don’t have the will to do anything, they won’t.
My younger brother would probably kill every Muslim in the world if he could, but thankfully his hate is confined to the football field. He’s a prick, but he won’t ever have the means to commit genocide. However he does have the means to cause limited damage to individual Muslims through his physical strength and influence. Fortunately, he doesn’t wish severe punishment.
So, while those with the means have the potential to cause harm, they likely won’t, and those with the will seek to cause harm and will find a way to do it limitedly but ineffectively.
Pie it is then.

By "Will to cause harm" I assume you mean "the Mindset to cause Harm",
if so, then the Will to cause harm is more dangerous, for means are easy, but the Mindset or desire to cause harml is what will drive the person to harm.

It's a firearms/right to bear arms question, isn't it? It seems like a way to make a point on that issue, without actually calling it that issue. Or maybe I'm just crazy. The jury's still out.
Those with the will will always find the means, even if it is their own bare hands.
Those with the means might not have the will, even if they have the ability.
The guy with the will is always more dangerous. Yes, even more dangerous than pie.
That's the reason I'm against banning guns. Or knives. Or pie.
Unless the one with the means to be dangerous is stronger than the one with the will to be dangerous, whether the two are the same or different people, they are both feasibly "dangerous."
But, I'm assuming the one with the means isn't going to succumb to the one with the will, and I picked the latter.
Who are you afraid of more a peaceful Ceo that has the resources to make a nuke or some dude running around the street strangling people with a bed coil
