Probably reverse engineered by the Chinese from the Tomahawk. Parts of Tomahawks fired at Osama by Clinton were salvaged by Pakis and were sent to China (IIRC). As per their claims, this missile is already nuke capable. The Pakis are saying that they are going to make this as an SLCM (Submarine launched Cruise Missile). They don't have the expertise for making miniature nuke warheads that can be mated with the missile, but as usual it will be provided by China, the mother of all prolifertors. Pakis are buying Agostas from France and it is speculated that nuke mated SLCM missiles will be fitted in those submarines.
It is clear what the Pakis are aiming at - a nuke fitted SLCM in a submarine that can roam undetected.
