I. There is no public good, only one's own good
II. One should have jurisdiction over the needs of the people
III. To control the wealth of the people is to enslave them
IV.Racism is inefficient in a military, but can prove to be a useful political tool
V. Fear is far more powerful than love, but also more difficult to maintain
VI. Nationalism is a means to control the populace
VII. He who controls the State decides what isd truth
VIII. Those who want power must maintain it by any means necessary, while those who yearn for it will attempt to axquire it similarly.
IX. In politics, art is useful for two purposes, propaganda and supplying the ignorant masses with illusionary freedom
X. Genocide is, for the most part, impractical
XI. Collectivism will keep the people in check

Those are some rules, or rather pieces of advice, for those who wish to become a tyrant.

1) The well-being of the person, whilst paramount, is secondary to the continued survival of a democratic State

2) The needs of the many outweigh the needs of the few, or the one.

3) By encouraging an open market, we allow for freedom of trade and the economic prosperity of the people.

8) Power is placed in the hands of a leader by the people, and can be revoked at any time

9) Politics is just an excuse for a lengthy debate over a matter in which the outcome is normally already known...when the dust settles, the people will get the laws that they entrust their leaders to enact

10) What you call Genocide, I call a day's work

11) Individuality encourages progress

Mine isn't a satire, it's a reflection of how I view society.

And to answer your question, yes I have read that it is.

What's impractical about genocide?

It seems to have worked pretty damn well in the U.S. conquest of their "frontier."

Genocide has only become problematic since some countries figured out they could use it as a "humanitarian" excuse to invade others.

I believe that it is a good idea to have a select people, political group, religious sect, etc. for which to center the hatred of the people. They will come to despise this people and it will unite them, however it is best if the State could control that hatred. If you use genocide, your scapegoat is gone.
