Okay, in KOTOR on that water planet, the Republic is holding what looks like to be a Sullistan prisoner. They are imprisioning him for causing a small rebellion against the Republic and killing a few people, and those assassin guys you talk to want you to kill him, if I remember correctly.
Well corresponding with my reasons in 'Was the Galactic Republic really necessary?' (http://forums.jolt.co.uk/showthread.php?t=417702) (old thread of mine), I really don't think he was that bad. He was simply rebelling against a bulky, bureaucratic regime.
