I am in the process of gaining regional support for a UN resolution. It is a repeal of resolution 113 line 2.
I am in agreement with the entire argument and support the resolution, accept I feel that limiting the amount of a bio-agent that a member nation can have on hand for experimentation is potentially dangerous when it comes to the member nation defending themselves with trying to create a cure, or treatment for existing bio-weapons.
My question is, may a repeal strike only one provision, leaving the existing resolution standing? I have no interest in creating a new resolution, as 113 is just fine accept for line 2.
I would appreciate help here, so that I can write a good argument for the repeal of the entire resolution if that is necessary.
